Black screen & Vibrating task bar Swift 3

Hi! I’ve got a brand new Swift 3, I only got it in December. 2 weeks ago it started to do a strange thing. The screen turns black and the task bar jumps to the top of the screen and vibrates. It did while I am working on it and also when it was unused. When I click a button or move the cursor it becomes normal again. 
There is no new updating, so this is not the problem.
I hope you understand and someone can help me. Should I go to the service?

    First check to see if the taskbar is not locked. Right click on it and select Taskbar Settings. What you likely want is for it to be on the bottom and locked there, so you can't accidentally move it. If it's locked to the bottom and still moves there used to be a Windows bug that would jump it up when doing a specific set of events, something like right click to show a menu them left click on something specific, but I believe that was fixed several years ago...
