Which cable/connector is best to connect Aspire7 t 4K monitor for 60hz? Currently my screen is laggy

Hi,
Issue: 
I am using Aspire 7 - i7,9th-Gen (NVIDIA GTX 1650). Recently I purchased 'LG UHD 4K Monitor- 27UL650'. I have connected it through HDMI-HDMI high-speed cable (which I got with Monitor). But the result is really bad, my monitor working sluggish and laggy.

What I did to resolve it-
I have checked in display settings it is 60htz
Tried using monitors different HDMI port 
Tried different high-speed HDMI cables
I checked many conversations and saw videos about a similar issue but not found the perfect solution to this.

Can someone please share if they facing a similar issue and found the perfect solution to this?

First, check the hdmi out on a TV to make sure it's the laptop HDMI port and not the LG monitor. Jack E/NJ
