How do I stop my Hard disk drive from spinning down? Aspire A515-51G

Hard disk drive stops spinning when its idle and starts spinning again when some input/output command is given. Problem is, that it goes into idle state in like 5 seconds. 
I've already tried to use the power options solution -  which is basically the setting "Turn off hard disk drive after" in the "Change advanced power settings" and I've set that to 15 minutes but it still spins down after like 5/10 seconds. Does anyone know what I can do? I have a Toshiba HDD and I'm running windows 10.

    Open ControlPanel. Search 'button'. Click 'change what the power buttons do' in left pane. Click 'change settings that are currently unavailable'. Scroll down and uncheck fast boot. Then go back to make sure spin down time in advanced power plan settings is still where your left it. Shut down Windows normally. Jack E/NJ

    However, I'm afraid that didn't solve the issue. My HDD is again spinning down after a few seconds. I followed all your steps and in the end shut down windows normally. Then I started it back up after waiting for a few minutes.
    I don't understand how fast startup affects hard disk spins as well... I guess I'm not good with computers?
    Again, thanks for the help. Do you have any other suggestions?

    What's your full ACER model number? For example, A515-55? Or E5-576? or something else? Jack E/NJ

    Try setting and applying both to never if you haven't done so already Jack E/NJ

    @egydiocoelhobro HOW do I do that? lol

    I looked up some shiz on google (and I even saw you on some forums - Thanks for helping so many people btw!).

    I checked in my bios and I have 2 options for SATA - ACHI and RST or something. I have no idea what it means. The one which is active right now is ACHI.
    I don't know if that helps. I will look more into this myself as well. I'm still not sure what "power management link" means but apparently you need the Intel RST software for that or something.

    Here's my question: Do I need to have some technology like "octane" or something to install this software? I can't find the power management link thingy anywhere on my computer so I do need to install this software right? 

    Sorry I'm so unfamiliar with these things and thanks a lot both of you: @egydiocoelhoand @JackE , for sticking with me so far!

    So, I installed intel RST software and it turns out that power link management was active. I disabled it and restarted my system but it had no effect. My hard drive still stops spinning after a few seconds and I still hear my hard drive spin up and I get this latency after like every 2 seconds I'm inactive. It's kinda really annoying.

    tldr: disabling RST did not help. Any further ideas?

    Yeah. I think SATA mode should stay ACHI  Some HDDs seem unresponsive to Windows and Intel power management settings just like you're describing.  However, stubborn drives usually can be controlled using Linux hdparm but must be done on each boot. There is an hdparm for windows but I think it's older software that must be run in XP compatibility mode http://disablehddapm.blogspot.com/p/1.html There may be newer 3rd party power management tools out there.

    Can I configure how long after my hard drive is idle does it spin down/go to sleep?

    Okay, so my problem is technically fixed. My hard drive doesn't spin down after literally 5/10 seconds now. Although I don't really know the time it takes after being idle for it to spin down again. I'd like to know if it actually never spins down, or if it's gonna spin down after 30 minutes of idle state... and if there's a way to change that.

    Refer to this link for HDPARM.exe options/switches http://axh.mbnet.fi/hdparm-win32.html. The standby timeout spindown switch -S .  values 1 to 240 are 5 sec multiples to spindown and 241 to 251 are half-hour multiples to spindown. Jack E/NJ PS: No -S switch or -S 0 means never spins down.
