A515-43-R19L Will Not Charge

I have read through numerous posts of similar issues however all steps recommended have failed.  I have an Aspire 5 A515-43-R19L which is just over a year old and just out of warranty.  The issue is when ever the AC adapter is plugged in, the battery will start to charge for about 20 seconds, then it will beep, followed by the blue and orange lights flashing.  The battery will start to drain even though it is still plugged in.

I have done the following:

1. Battery Reset button
2. Removed battery and was able to use it plugged into the AC adapter.
3. Uninstalled battery drivers
4. Updated Windows
5. Tried a brand new AC adapter
6. Bought a new battery and installed it
7. Tried charging while computer was turned off

All the above result in the same issue, the blue and orange lights flashing and the battery not charging.  I am looking for any advice on how to proceed.  I paid just under $300 for this and don't want to keep investing in possible repairs for it to not work.  Everything else with the computer works fine.

Appreciate any feedback or help.

(1) Did this happen suddenly for no apparent reason?

(2) If yes, about how long ago?

(3) Go to the elevated command prompt.  Enter 'powercfg /batteryreport'. Then return to the desktop. Open file explorer. Then search for' battery-report.html' in the c:\windows\system32\ sub-folder. Double-click to open it in the browser. Post screenshot of the first part of the report if possible that compares design full charge capacity with its remaining full charge capacity.
