Well, actually u can. The graphics is going to be really bad with those graphic cards so u better think twice about buying the game. The other seems alright

since u got good processor and large RAM. NB : i5 9th gen is definitely better then i7 4th gen, but surely u better go for i7 9th gen instead. Hope this helps. Cheerio!!
