Cant underclock cpu in throttlestop how to fix

How do you set the turbo ratio limits in thottlestop?
When i first got it weeks ago i think i was able to underclock but now i cant. my cpu is constantly at 4.5ghz and id like to see it at 3.6.

Im not sure if bios are created by acer or Mircosoft, but i read somewhere that "the latest bios update stopped underclocking ajustment etc so you have to downgrade."

Anyone can confirm this is applicable here?

i have a AN515 55 78df

i7 10750H
16 GB RAM
GTX1650 ti

checking my latest windows update version is 1909. i did update some stuff last week.
I checked my bios and is says in command prompt its V1.00.

    If the BIOS has locked turbo ratio limit adjustments, go into the ThrottleStop TPL window and lower the Speed Shift Max value to reduce your CPU speed. For 3.6 GHz, set the Max to 36.

    Thanks, its working. So has my bios locked me out? it says "locked" at turbo overclocking just above the turbo ratio limits section?
    Also at the homepage, for speed shift epp what should the value be if i want 3.6 ghz and then another profile 4.0 ghz?
    All with undervolt of -125 mv.
