Desktop Predator CPU fan not spinning until 85Celcius hot.

I have not yet found a solution for why my CPU fan is NOT spinning, other that the "smart fan" application.
My pc would hit the 85°C mark, while gaming, and the the CPU fan would start spinning rapidly, and then after slowly stop.

This is a continuing process when playing games, and sometimes multitasking, its cool, then goes hot, then cool, then hot....

I just want my CPU fan to spin regularly instead of waiting till the 70-85°C mark. How to i approach this?
Spec list:
Intel i7-8700
16 g. ram.
Nvidia 2070 8 g. v. ram
256 g. SSD and 1000 g. HDD

Can i do anything to remove this "smart fan" application, i have tried:
Argus Monitor
Speed- fan
Messing with Bios "smart fan", but that just completely removes the CPU fan from spinning.

Other than that, i am very pleased with my Acer P03-600, and this community.

I dont know how to delete this post.

But i got it repaired by ACER themself. My warranty or that other thing, had it covered.
It is now working great again!
