Is it safe to remove acer and intel apps during fresh start?

It's been 2 years since I purchased my TravelMate P246-M laptop and it's getting slow. I'm planning on doing a fresh start. I have read articles about fresh start that it will uninstall and reinstall windows onto your laptop and will not remove any files and it will also help to get better performance. 

Although I am familiar with most of the apps that were in the list, here are some of the apps that I am concerned with that will be removed during the process:

Realtek Ethernet Controller

If I were to remove the listed apps, will it affect the performance of my laptop?

    Leave the Intel and Realtek apps in place and remove any of the Acer apps you aren't using. The Windows app in that list will be dealt with by the refresh of the OS. The Driver Setup Utility should be removed even if you don't do the rest of the refresh. Which version of Windows are you running? 1904, 1909, 2004, earlier?

    Hi thank you for responding to my question! I'm using an earlier version of windows. As for what you said, all the apps I listed will be removed either if I wanted it or not.

    If you remove all those apps you will likely remove functionality that you want. Stick with the ones I suggested, or do a full backup first so you can recover them.
