Predator Helios 300 G3-571-77QK CPU fan troubles

I've recently had troubles with my CPU fan. Predator sense showed it at 0 RPM and I confirmed that it wasn't spinning. I bought a new fan and had it installed, which worked for a bit and then also failed with a lot of worrying noises. I took it back in and, after some extensive testing and diagnostics, they said there was nothing wrong with the fan and it ran fine.

After it continued to not work at all, I bought another new fan and had it installed. This is what happened:

Does anyone know of what could possibly be causing this?
