Acer Laptop A515-41G F2SH FX 9800P + RX 540, any fix for low fps?

Hi all, I've been using this laptop without any issues for browsing for some time but always wondered why its dedicated RX 540 2GB GDDR5 GPU doesn't function according to specs (low fps in all games). Now, I know it's not a gaming laptop, but I tested only low system requirement games (10 year old games, LoL, etc). My desktop with Nvidia GT 1030 gets 100+ frames in most of the games. I'm getting like 2 or 3 times less fps than the GT 1030 PC. I'm still getting above 30 FPS with high graphics and 1080p but I wanted to find out why it is performing much poorly. I googled for hours and tried all fixes but none worked. Dedicated GPU Switch, power management, plugging directly to wall, AMD tweaks, buying higher power adapter, etc, so I need a really different fix or explanation. Could the BIOS be at fault, forcing power saving since it is not a gaming laptop? I'm not getting 100% GPU utilization in any game but neither does the CPU max (no CPU bottleneck). And I know PCs have higher performance than laptops but 3 times is too much of a difference against an Nvidia equivalent card. So any fix or explanation? Are only gaming laptops designed for high power use for games? Thanks.
