It's a TimelineX 1830T-6651. I'm getting output to both separate displays but the laptop display is inactive.  I'm guessing two is max on this laptop.  The graphics options show all displays, and doesn't quite tell you, but basically you can't extend onto both, just one, the other, or both(without main display), which I have now

Hmm, according to the block level spec all three should work simultaneously.

Where did you get that? And I have no idea how you came to that conclusion based off that diagram

If only one of two ports could work simultaneously there would have been one buss (the double arrow wide lines) to two ports. The RGB CRT buss is your VGA port, the LVDS 2CH is your builtin display, the Digital Display port is the HDMI. The block level spec is part of the Service Guide and is not publicly available.
Looking further, the chipset on your model is the Intel HM55 Express and Intel's spec for the chipset is:

    Processor Graphics

So you were quite correct, even though the laptop design has three separate video busses, the chipset itself only allows two at a time to be used. :(
