Speed drops from 3.80GHz to 1.80GHz when using Adobe Premiere Pro | Aspire 5 A515-51G-C690

So, I've realized that when my notebook is connected in the power outlet and it's 40%+ of power battery (which means it stays close to 3.80GHz, less than 40% it gets close to 1.80GHz) and when I'm using Adobe Premiere Pro after about 5 minutes the speed drops to 1.80GHz EVEN IF IT'S 40% + CONNECTED TO THE POWER OUTLET.

It is an Adobe Premiere Pro problem or ACER's problem? Because it doesn't happen with Adobe Illustrator, and some RPG games... Even if I let Adobe Premiere Pro run in the background while I'm using Illustrator or photoshop. The speed doesn't drop!

And if it is so, how to fix it? is there a way to fix it? how?

    Battery must be near 100% charged, laptop plugged in and power plan set to performance BEFORE starting high load programs for maximum use time. High load programs sometimes demand more power from the CPU, GPU and other components than the charger can output plus charge the battery at the same time. So either the CPU power (frequency) is automatically reduced and/or the battery adds to help the charger power the load (meaning the battery stops charging during these times). This cannot be manually controlled. Jack E/NJ
