keep getting "this cpu does not meet the minimum requirements for installing software"

I am trying to download the Dynamic Platform and Thermal Framework Driver for my Acer swift 3 Purchased in 2019. The fan is always on and is loud which is incredibly annoying. Acer support suggested downloading the mentioned drive but the same error always comes up. Furthermore, when I go to device manager, It doesn't seem to exist at all so updating it through that doesn't even work. 

the computer is up to date and the computer undertakes very minimal use, often just google drive and outlook with no big downloads at all. 

Please keep in mind that my skill level when it comes to drivers and computers, in general, is 0/100.... any suggestions would be great.

What model of Swift 3 do you have? It should be something like SF313-52G-xxxx... It sounds like you are trying to install a driver that isn't for your model.
