crazymaddex the max turbo boost its 5.0 for one single core only (which thats basically impossible as you will never use one only) it will be much lower when using all cores also windows 10 introduced a new feature on 1909 that locks the cpu to use 2 cores only at max turbo boost at all times even on idle and leave the others parked to be used when needed only  as far as i can see thats completely normal depending on how many cores are being used at same time

    Max Turbo Frequency

Max turbo frequency is the maximum single core frequency at which the processor is capable of operating using Intel® Turbo Boost Technology and, if present, Intel® Thermal Velocity Boost. Frequency is typically measured in gigahertz (GHz), or billion cycles per second.
