Why won't my new SSD show up in the boot priority manager?

I have a Nitro 5 model number AN515-54-54W2.  I just installed a Samsung Evo 860 1tb SSD.  The SSD is fine, and works normally.  I decided to migrate my OS to the new ssd, which I did by cloning it over with EaseUS todo backup.  The clone was a success and all the files are in the right places on the new drive.  When I enter bios to change the boot priority, the new SSD is not listed, only the original SSD.  In the information tab the new ssd is listed under the HDD1 slot and the original is listed in the HDD0 slot.  Why won't the new drive show up in the boot order?  When I open diskpart and show "list disk", the new ssd is listed under "Disk 0" and the original is listed under "Disk 1" (the opposite of the bios!).  I have read the forums and tried many solutions such as setting a supervisor password and disabling secure boot, changed SATA type to ACHI, and few other solutions.  

Side note: you may be wondering why I migrated at all since I already have my OS on an ssd...  well I got the refurbished laptop at a discount and the ssd has a faulty connection and about 1 out of 100 times it will fail to read the original ssd and show "no bootable device".  When this happens the bios won't show the old ssd, but will still show the new ssd.  The new ssd may get a more stable connection and not produce a boot error so that is why I'm trying it.
