Cpu fan slowing down and there is a weird buzzing sound

I had my predator helios 300(modle G3-571) for almost two years. Just the morning it was making a weird buzzing sound(link to sound https://youtu.be/nbytnqsJxc4 ) when I check predator sense my cpu rpm were only going up to 2500 at max setting. Any solution or steps to take?

    neecoan thats most probably a wire catching the fan blades or even a broken blade if youre still on warranty send it back to get it checked asap if not disassemble it yourself carefully and check the issue with luck its juts a cable and not the fan itself because if its the fan needs to be replaced and clean the fans and exit airflow properly while u do it and if youre really disassemble it why not get some kryonaut or similar and also repaste it good luck :)
