The A1-830 came originally with Android Ice Cream Sandwich and was updated to Jelly bean. That means the Jelly Bean OS is up for download on the Acer support site. Download it, put it in the root of a FAT32 SD card, put the card in the tablet then step through the process of doing an OS update. You can do an in place update from JB to JB, which will fix things of the OS is just corrupted. If the drive has failed you are likely out of luck... But you won't know until you try. :)

I also have a similar issue, I replaced the battery, wiped and formatted and when selecting language on the WELCOME pagethat opens up after a quick display of the green (which was english ,where it was already)I clicked the start button and get a box with a memo that has: Unfortunately google account manager has stopped . from here I am given an option to cancel or delete the box which just leaves me back at the start button which just opens the same google box.

@BeenAbong351 was it connected to the Internet yet? It might have tried to do an update to the Google Account Manager software that wasn't compatible with the old OS.
