Over the past few days, I was trying to watch a video file (Or something from a Streaming Service like Netflix,Hulu,etc..) when the video quality became choppy & freeze frame like problem. I've tried to update my Graphics Driver through my Windows 10 PC. And, I think it got worse from there. I wanted to continue playing video content as smoothly as possible. How do I properly fix this issue. Or do I have to find some alternates??

Normally that type of artifact in a video stream is due to lack of bandwidth on your internet connection, not an issue with the computer or monitor. Are there some periods in the day when things work better? Your ISP may have oversubscribed which causes these issues when too many other people are trying to stream at the same time.
