Is there a way I could delete all the data and it will be fixed?

Firstly what is the exact model number, you said Acer 3 but what's the numbers of the model? I see you have an UEFI bios and the hdd is not recognised which means that you should check a "hardware problem" first.

    1. Is your boot hdd an ssd or spinner hdd?
    2. If its a spinner hdd did or does it make any noises? Check by turning laptop on and listen carefully to the hdd for a clicking noise or an unusual noise that comes form the hdd. after,
    3. Take the hdd (ssd or spinner) out and see if the hdd is seated properly or the SATA pins are connecting properly and are clean?
    4. As hdd (spinner or ssd's) do give up the ghost and have problems and they happen all of a sudden yours is a common symptom and fault.

As far as a software fix and by what you said that this Acer 3 xxxx? Has a windows 8 OP and I presume it worked perfectly and all of a sudden you got "no bootable device please restart system" in a software sense problem could be your MBR (master boot record) see options here: https://neosmart.net/wiki/fix-mbr/ on how to fix this in windows 8. Let us know how you go.

Your Western Digital Scorpio Blue WD 5000LPVT-22G33T0 is a spinner HDD and not an SSD. Try to change the "Boot Mode" from [Legacy BIOS] to [UEFI] because, you might have an UEFI system and you are trying to boot in the Legacy mode, as I don't know what OP system you have?

If that doesn't work, then do as I've said above, do an MBR (master boot record) reconstruction, see my guide ( https://neosmart.net/wiki/fix-mbr/) this gives you an  "Fix the MBR – Guide for Windows XP, Vista, 7, 8, 8.1, 10" guide to to all OP's. See if that boots your HDD?  As your HDD is recognised in bios and there is no reason why you shouldn't be able to boot into (whatever OP you have?)

If you are still getting "no bootable device please restart system" then there is something unfixable in your OP system and you will have to format your HDD and unfortunately you will have to reinstall your OP system as you haven't backed it up.

Btw, in future I would strongly recommend that you back your system up with a software called Macrium Reflect v7" see here:(
    https://www.macrium.com/products/home)

    Macrium Reflect System Recovery Feature

MR v7 has a WIN-PE feature (that you have on the pre boot screen) and you can utilise to restore your OP system, this is essential especially that you have had this
"no bootable device please restart system" problems.

I am fine with losing my files I just need to fix the laptop somehow. I am not sure how to fix the mbr since I cant get past the no bootable device.

First, try to change the "Boot Mode" in bios from [Legacy BIOS] to [UEFI] if you can do that? As your Aspire S3-391-6448 has a Mobile Intel ® HM77 Express Chipset (which I have in one of my ols laptops) and that bios is UEFI, so you might have an UEFI bios system and that is why you can't boot, try that first.

Now to your question "If I reinstall my op system will it be back to normal?" the answer is yes, as your HDD is recognised in bios and that means that your HDD is working ok. If you reinstall make sure that you format the HDD in windows install use "Format" and start fresh with a clean install on whatever operating system you have (try to install Win-10 as its the best) if its not Win-10 see this guide for "Clean Install of Windows 10 the Easy Way" https://www.howtogeek.com/224342/how-to-clean-install-windows-10/

Ok change the  "Boot Mode" in bios to [Legacy BIOS] then the HDD should reappear, because your HDD must be formatted in MBR (Legacy Mode) after, reinstall your operating system as your existing operating system is beyond repair. reinstall it the way the instructions I've given you above and let me know.
