Acer E5-575-52JJ - problem with flickering icons on desktop and taskbar (randomly)

Dear Users from Acer Community,

I am owner of Acer E5-575-52JJ notebook and I have problem with Windows 10. Is it issue with flickering icons on desktop and taskbar. This looks like refresh command on desktop. This is happen when example I want to save file on notepad or paint. This also happen randomly when I do nothing. This looks identical like on this video from youtube but solution from video doesn't work for me:

I noticed this problem for the first time when I modified my system (I installed SSD Crucial MX500 250GB M.2). Maybe this was happen earlier - I don't know. I hope that this is problem with software because I can't return my SSD device. I tried boot to my system on old HDD but this issue is there also. Now I have on SSD 1903 version of Windows 10. On HDD I had 1803 version I what I said this happen also. Now on HDD i upgrade to 1903 version and also is this issue.

I tried:

-Stopped services Windows Error Reporting & Problems Report and Solution,

- solution form youtube with tablet mode,

- feedback hub unistalled,

- privacy policy configuration

- reinstall all drivers

In my Event Viewer I found problem with ParameterService.exe - ID:1000. This was 161 critical error. I think that maybe this is problem? I readed that this is problem with audio driver but my audio works good so it is strange.

I tried to boot on safe mode and I am shocked. In this mode everything works good and issue with flickering doesn't exist so I don't know what to do. Please help me.

the problem remains when updating the video card drivers on the intel and nvidia website?

Yes, I tried a lot of version drivers for GPU. My GPU is Intel HD Graphics 620 which is included in my CPU I5-7200U. I did not tried install from intel website but I tried a lot of version from Acer website then this did not helped and I upragde via Windows Update.

Like I said on safe mode computer works perfectly but on normal mode I have issue.

What happens when you reinstall windows by pressing alt + f10?

I make clean install Windows 10 on another notebook and I have this same issue so this is problem with Windows 10. I am happy that this is not hardware problem with my Acer E5-575. I think that all users of Windows 10 64-bit Home version 1903 and 1909 have this issue. This is not hardware or drivers issue.

Does this problem occur when you install iso 2004 from windows 10?

Now I have 2004 version but I don't know if it fix it because this was issue with OneDrive application. I unistalled it and everythings works fine on 1903, 1909 or 2004 version.
