System Interrupt causing 100% CPU Usage all the time

I have Acer Nitro AN515-43 Gaming Notebook with

CPU: AMD Ryzen 5 3550H with Radeo Vega Mobile Gfx 2.10GHz

GPU: AMD Radeon RX560X (4GB GDDR5)

RAM: 8GB

512GB SSD M.2

Windows 10 (64-bit)

My computer always lacking so hard especially when I used Chrome or VLC media player (Can't even play game now.)
I open task manager and it show 100% CPU when I literally using 1 program.

Sometimes it shows that 'System interrupts' is causing a 100% CPU usage.

And 60% RAM used when it's about 1 out of 8GB used from chrome.

I try to search for a solution online but none of them work (Windows update, Drivers update, Disk checked etc.)

How do I fixed it. Is it software problem or a hardware problem ?

I just got this notebook for less than a year.

Open task manager then wait Allow loading to complete and post screenshot

@GAMING6698 It's reduced to this but the lack still there
And over 60% of Memory is used....

This notebook come with 144hz monitor but visually with the lack it seems like less than 30fps picture
(I have another Desktop PC with 144hz monitor and It's way better than this)
