Electric shock and weird buzzing Aspire 7

Hi all!
I have experienced quite a weird problem with my Aspire 7. It actually is treating me with a bit of electricity once a while when plugged in, also making weird noises when the screen refreshes (using mouse, writting, watching video etc). It is like buzzing, but very quiet and I haven't noticed it at first. The thing is, that I work at complete silence at nights and it is **** me off then. It doesn't make any sounds when unplugged. Is it normal or should I have it repaired? Also, will the fact that these sounds are hard to hear in normal conditions (i mean while talking etc) make it harder for my reseller to admit I am right? I would rather avoid 'go to hell it's nothing' scenario

What is the exact model of the notebook? Example AN515-51-75KZ. Does the same problem occur when using the notebook on battery only? Can you replace with the seller?

The model is A717-72G
On the battery it works completely fine, it is quiet, cold, no issues at all. When plugged int, it starts buzzing and gets unpleasant to touch due to these microshocks. It can also hurt a little bit more when playing game and resting my palm on the edge of the computer (then it consumes more power, so needs more load). I have to place a sheet of paper under my palm so it wouldn't be bothering.
I haven't contacted the shop I bought the notebook from, yet. I am wondering if I should and if it's reasonable.

Does your electrical outlet (I think the correct Polish term is gniazdko elektryczne) have adequate grounding?

Yes it does, I have checked already. It also happens when used in another building, so it is not a matter of gniazdkos

do you have how to test with another 135w and 19v adapter?

Unfortunately not. I may have in about 2 weeks from now, but I would love to solve the problem by then. Or at least confirm that's worth sending to repair service

Do a test: plug in the power adapter and change the power options to balanced mode and check if shocks still occur. Do you also have how to test the power adapter with a multimeter?

Oh yea it makes a HUGE difference, I mean the power mode. While on battery mode, I can't notice this issue at all. When on 'best battery' this is a minor problem, the buzzing is quiet. When on 'best performance' its almost loud and the edges really start to be annoying! And i really mean that. Don't have any game to check how it performs under big load right now, but I will surely test it.
Also, looking at the YouTube videos i managed to find the source of these noices. It comes either from RAM, CPU or GPU. It is somewhere under Q button, much louder under the notebook rather than beneath it. I can't figure which of CPU/GPU it might be, because it is under the wide heatpipe.
Yes, I can check it with the multimerer tomorrow.

OK! Test the adapter. You also said that there are strange noises. Can you record a video of the problem and post it on youtube?

Here you have the video - it is hard to hear the thing as the microphone in my phone was certainly not meant to do such things. I recommend you to put your phones on. However, when the phone was UNDER the computer it's quite noticable. Also sorry for my english

I also measured the voltage on the edge of the chassey. It's 16-18,5V. Quite stable, depending where I touch

I was able to hear a low hiss when the power adapter is connected. Did you also measure the voltage on the power adapter? What happens when you eliminate static, resetting the battery?

I FINALLY SOLVED THIS
I've looked for it and finally found by accident. The issue is called coil whine. It often comes from GPU, but not necessarily. I think that's why it's much louder when on big load, and that's why it disappears when there's no voltage on the chassey. It's not directly connected to the electric shock, it's more like its effect. But now i have no idea if it's because of the chassey or it's just the CPI/GPU having more power then.
So now, when I know what it is - can I have it warranted? Does it count like a major issue?

Can you still exchange the notebook with the seller?

I cannot right now, I'm in the middle of my project. Changing my computer right now would be disturbing, as I do not have any other powerful enough. I will try to exchange it at the end of June when it ends (or if it dies before

- no worries I have my backup done regularly). I'll let you know if my seller replaced it or at least repaired. Thank you very much for your help, talk to you in the future!

EDIT: The notebook is almost new, like a 6 months old so no worries the warranty would expire
