usb port do not detect anything i plug in. solution please!!

i have a problem of 2 usb port  (right side) on my pc aspire E1-571G( WIN 8.1 PRO). USBPORT 1 do not detect anything but 2nd port has a behaviour of detect / undetect always. and this problem does matter i use win 7/8/8.1/8.1 pro/10 problem still exist. i tried many ways to solve it ,i endup null but the left usb port works fine in all window i install. please please i need soln of this. thanks

    I don't know to much about this but try what i know 

     Device Manager > Universal Serial Bus Controllers and click on the + sign to expand the tree. Right click on the first USB Root Hub entry and select Properties. Then click on the Power Management tab. Uncheck the box next to Allow the computer to turn off this device to save power. if it is checked. Save the changes.

    Do this for all the USB Root hubs listed (as I do not know how many you will have and which one is for the right USB ports or the left USB port).

    When this is done go back to the desktop and restart the laptop and then see if a) there is an indication of power from the USB port (as above) and b) if the USB device is being detected.
