So I have a PH317-52 Can I add Ram with 2 different clock speeds? like 2400 and 2666 or and Is there any 3200 MHz (base clock, not XMP) RAM modules supported by PH317-52 ?

Yes but it was JUST waste of money.
Check ram Mhz in cpu-z and task manager.
For example -If speed show 2400mhz in taskmanager and cpu-z then buy 2400mhz ram stick if you add higher mhz ram then speed with be decrease to current mhz support by motherboard

    And in additional
I do NOT recommend using two ram sticks of different sizes. Waste of money
If you want best ram performance then make sure
1)Both ram sticks to be of equal size
    2) Both ram sticks to be of equal voltage
    3) Both ram sticks to be of equal CL (cas latency)
    4) Equal mhz ram sticks
