Is my Acer Nitro AN515-42 underproforming?

I've been resuming my gaming on TF2, a source game that requires more CPU power than GPU power. And I thought this Laptop, which can be boosted up to 3.6 GHz apparently, would run it perfectly fine, but i've noticed for a very long time that the Laptop's fps dies in the default High Settings, and now im using a config that i built myself which reduces the graphically dramatically, which still stutters. I looked at Task Manager, and apparently it's only at 1.8 - 1.9 GHz, but when i move a simple Tab, it goes up to 2.6 GHz. How exactly do i take advantage of the 3.6 GHz boost? I need help on this.

Always play while plugin to get full system performance 
some settings need to done follow these steps -

-set high performance in nitrosense both AC AND BATTERY THEN CLOSE

-After setting up from nitrosense right click on battery option in taskbar and go to power option

-then go to change plan setting (right side of the high performance plan)

-Then go to change advance power settings

-Then find and expand Switchable Dynamic Graphics then expand Global Settings and set maximize performance in both PLUGGED IN AND ON BATTERY

-then find amd graphics power settings then expand Amd powerplay settings and set maximize performance in both PLUGGED IN AND ON BATTERY

-set maximum performance if you have this option available
