Predator Helios 300 PH317-53-77HB USB-C type, is it a USB 2.1 or USB 3.1 Gen 2 as advertised?

I recently bought a new Predator Helios 300 PH317-53-77HB, and I was wondering if the USB Type-C is a USB 2.1 or a 3.1 gen 2 as advertised in Specs on Acer's website?
I have tested two Galaxy Note 10+ phones and two 3.1 USB flash drives on this port and it's connecting as a 2.1 USB.
So far I have updated the drivers and the BIOS (Ver 1.10) from Acer's support page, I've also fresh installed windows 10 which it didn't fix the issue. Then I bought and upgraded the windows 10 to pro and fresh installed it again with all the latest drivers, and this USB port still working on 2.1 speed.
Is this really a 2.1 ver USB? if yes, why would Acer put a USB 2.1 on a new laptop when 3.1 is backward compatible with older USB devices?
Also, I think the Type A USB ports are under powered, when I plug in a flash drive with my wireless mouse plugged into another port, either the mouse stops working or the flash drive isn't recognized, like as if there's nothing plugged into that port. This was true from the beginning, before updating anything.
