I keep getting +90 degrees no matter how much I re-paste the CPU and GPU on Acer Nitro 5

Just like tittle says, I've done different techniques, different amounts of paste and I get the same results. Laptop has never been hit or damaged, I replaced a fan since it got broken from nowhere, there's no dust on it, heatsink doesn't look broken. Just as I said, results will be the same even if I turn off turbo boost or if I undervolt it throws the same results.
My model is: AN515-52
If someone willing to buy that laptop I DON'T RECOMEND IT IN ANY WAY!

    did you update your driver?
    or did you overclock your Cpu?

    ~try to reset the battery Management plan
    ~do not overclock your cpu Make it balance amd.let.the.system.do the job.
    ~trouble.shoot the drivers

    Yes, I've updated everything including BIOS, Drivers etc. Never messed with clock speed (overclocking), just undervolting.
    For some reason, when I keep my energy plan on balanced or power save, temps are good but obviously it doesn't have the performance I want. As soon as I turn on High Performance plan, it jumps up to 90°! (shown in picture). Wonder if heatsink is somehow broken or something else, I just don't want to spend more money in thermal paste(
