So I had a dual boot windows 10/Ubuntu setup.  I deleted the Ubuntu partition so I could expand the Windows partition, and now I want to reinstall Ubuntu in the available space.  I have the Ubuntu installation ISO on a usb thumb drive.  So I want to set the boot order to boot from the USB drive first before the hard drive.  I go to the bios boot menu and there are no devices listed.  The only things listed are an option for Secure boot and the old bootloader option list (1.  Windows Boot Manager, 2.  Ubuntu, 3.  Linpus Lite).  There are no devices like HDD, USB devce etc.  Disabling/Enabling Secure Boot makes no difference.

I have an Acer Aspire A515-43 with  InsydeH20 Setup Utility.

So how do I view and edit the device boot order ????

    Good evening jimbo19390 !

The pendrive was created with UEFi support with an ISO x64 bits?
    At Bios, is SecureBoot disabled?
    Is BootMenuF12 enabled?
Is secure boot enabled on Windows?
    Is Sata Mode in AHCi?

In the last BIOS tab (screen) you will find the boot option list - just as you have reported with the 3 items. Your live usb stick is named "Linpus Lite". With F5 and F6 you can change the order.

You can choose from the BIOS menu, only if you have enabled F12 in the BIOS and you pressed F12 before the Acer splash screen is shown. Default you will only get the boot options stored as directories in the EFI boot partition, in your case "Windows Boot Manager" and "ubuntu", and inserted usb drives which contain boot partitions.

Because you only have deleted the ubuntu partition and not the ubuntu boot directory in the EFI boot partition on your hard disk, "ubuntu" will still be listed by the BIOS boot options menu (F12).
