AMD Ryzen 5 poor FPS/Performace Nitro 5 AN515-42

I know this question has been asked before but I've tried everything and am stumped. I have the Acer Nitro 5 AN515-42 Bios Version 1.09 Ryzen 5 2500u with Radeon vega mobile GFx CPU. GPU is the Radeon Vega 8 Graphics? Along with Radeon RX 560x and 16GB of ram. AMD Adrenalin is up to date. I run games from AMD Adrenalin to use the RX 560X. My heat is low, no issues there at all. But on one game particular, American Truck simulator, it does not run well. On medium settings it runs low fps and then smooth, I assume 60 FPS on and off making it very hard to drive. Everything is set to High performance, including Nitro sense, but if I alt+tab and check Task manager or Radeon software I am bouncing around 1.80-2.00 GHZ and not going any higher, never seeing it hit that max boost clock of 3.6. Not sure if that is the reason behind it. My brother has the same laptop only intel version and it runs ATS so smooth it makes me sick that I bought this laptop. Other games like Empire Total War with Darthmod I can run on ultra settings and run the game EXTREMELY smooth. I don't know if there is something going on with ATS or something with my processor but I can not get ATS to run at a smooth FPS through out game play. I've tried everything I can read but can't seem to solve my problem. I hope I have provided enough info on this. I am completely out of ideas. I know this laptop can run games more demanding smoothly from what I've seen online. Again, I know this has been asked before but I have tried it all, unless I've tried it wrong. Thank you.

Firstly your BIOS version should be 1.16 go here to update
    https://www.acer.com/ac/en/US/content/support-product/7605?b=1

Run through my GPU guide below and check to see if you have made any errors, if this doesn't work we can try a few other things

The new AMD Adrenalin 2020 Control Center is designed to give support for your hardware and contains Mobile Driver support for this exact model, the Graphics Drivers on the Acer site are only base drivers. If you haven't already downloaded and installed it then click the link below to download it. If you get a failure installing the new Control Center then download and run DDU https://www.guru3d.com/files-details/display-driver-uninstaller-download.html for a clean uninstall of your current AMD Center and Drivers then try to install again

    https://www.amd.com/en/support/kb/release-notes/rn-rad-win-20-1-1

Most of the problems I have encountered answering questions similar to yours are that users do not have the GPU set up correctly in the Control Center and are gaming on their Dedicated Vega 8 GPU which gives poor performance and is not designed for gaming. I have your exact model and my gaming experience using the AMD 2020 Control Center is good, Follow these instructions

First make sure you game with your battery charged to 100% BEFORE gaming and KEEP plugged into the main AC power while gaming. Make sure "High Performance when on AC", is selected in your Windows Power Plan and in Nitrosense. If you fail to do this your CPU will run at around 50% of capacity and you will experience poor game performance

Open the New AMD 2020 Control Center and click the GAMING tab then click the 3 dots in the upper right hand corner and select ADD A GAME, navigate to your games .exe file and double click it to add it, or you can select SCAN FOR GAMES and let the Control Center search your harddrive for games to add. After successfully adding the game click on the game and you will be taken to another window and click the LAUNCH GAME tab.
Only in this way will your games use the Discrete Rx560x GPU, NEVER launch your game through a desktop shortcut or any other way, do it in the manner I have described.

Please remember that online gaming may experience low fps and stutter due to the games servers and bottlenecking and that has nothing to do with your GPU.

Updating the BIOS fixed my issue I believe. Much more playable now. How ever when I play multiplayer it isn't quite as smooth. I believe it is because ATS multiplayer is a community mod and starts from a launcher. While I have the launcher set to start in my Radeon control panel, I don't believe it starts ATS from the Radeon control panel. Is there a way I can change the target patch in the launcher to target ATS from the control panel? Thank you for the bios suggestion btw, GREATLY appreciate it!

Gaming online is subject to many limiting factors the biggest of which is the games own Servers bottlenecking, you may find some help on the games own support Forum

I doubt it’s server issues as non of my brothers or friends have any trouble with it. It’s better now at least.

I also have the issue of only being able to connect to one network while on my WiFi, and it always disconnects from other peoples WiFi mid game when I’m at say my brothers place. Perhaps I should make a different post for that though?
