    jakethegreatwhite have you experience any significant real stuttering yourself while gaming or normal usage ?? (which its weird if you are having this issue it can be anything from thermal issues to even bad drivers)  that test its useless to me as also shows that i also have stuttering (2+) and i never experienced it whatsoever neither while gaming neither normal usage so its that reliable at all at least on my device(s) never had any issues

    By any chance are you trying to game on battery only ???? because if this is the case you just found your issue the battery its not designed for gaming the main purpose its to help the adapter to provide more power to the cpu/gpu when this one cant but if your on AC (as you should at all times) thats fine must be something else

    PC is plugged in, battery on full performance, and on startup with nothing but the default programs the PC stutters every few seconds and its only getting worse , games do not seem to stutter but when the PC is idle it stutters or when on chrome. Just updated bios, problems not solved, all drivers updated, problems not solved. I have no idea what is causing the issue as cpu usage is at an avg 3% and memory at 23% with chrome open. Games like KF2 and terraria, witcher 3 have no stutters and this PC has been becoming slightly worse everyday. Resetting the PC didn't help either as the problem still persists. Will repasting the CPU and GPU help with the stutters as the idle temps for the pc are around 40c for the CPU and 35c for the GPU on idle.     No in your case repasting will not help because your temperatures are well within the normal range. This is puzzling because stuttering usually happens when running high performance games but your games are running well. I suspect there is a conflicting program running in the background. Please follow the Clean Boot troubleshooting guide in the link below to isolate the program or process

    thanks for trying to help, but i disabled all non microsoft services and even some of the xbox live services to no avail,but i also noticed i get more stuttering when i set my global GPU to my 1060 rather then my integrated intel gpu, so it might have to do with my 1060, also some games stutter more then others, as i started the forest and started to notice a consistent micro stutter that happens every few seconds. while other games stutter alot when loading items in during gameplay, such as spawning in enemies while playing etc.
