My laptop runs fine on normal mode etc, but when I turn on Turbo Mode it starts to stutter...?

Windows 1903 onwards messed up with GPU overclocking and undervolting. Try not to use Turbo (unfortunately this is the only option available at this time afaik). I am on 1909 and games are smooth without the need to overclock/undervolt.

The predator came already undervolted by -0.125. Should I change that to 0? Or leave it.

That is CPU undervolting, not GPU. Leave it as is.

Oh right, how should I keep it from overheating then? Cooling pad?

Undervolting CPU should reduce quite a lot of heat. A cooling pad too helps.
