CPU Max Frequency stuck at 22%, no temp problems - Acer Nitro 5 Spin NP515-51

My laptop is very slow, almost dead. Out of nowhere. RAM and CPU appeared at normal usage. Closer inspection, CPU is throttled at 22% (per Maximum Frequency in the Resource Monitor). I have researched many websites and tried many solutions. So far no success at getting my laptop back to what it was yesterday. There are no reported temperature issues. HDD checks are all ok.

In the last 4 days I was travelling, and for the first time in a long time, my laptop ran on battery and hit power saving mode a few times as the battery almost ran out of power. That is the only irregularity in usage. Turned it on today, and it is incredibly slow.

#4 lets the CPU Maximum Frequency be 100%.... but CPU usage is also at 100%, even with very few processes running. Lots of 'Not Responding' apps, including the Task Manager. It takes a few minutes just to start my PC. So that didn't work.

I have disconnected all external monitors. All updates are installed.

Hi,
You could try a battery reset, disconnect from mains(remove the AC adapter), switch off the laptop and follow the instructions in the video, once the reset process completed, leave the laptop to rest for a while(20-30 Mins), then reconnect the AC adapter and fully charge the battery before trying to power on the laptop. 2 is the pinhole at the back.

Thank you. I had not tried that yet. It may be related when I think back to something that happened when my machine ran out of battery.

Additional to my opening post
- processor is not stuck at 0.4Ghz when booted in safe mode. Seems normal
- I have not been able to isolate any process or start up that causes the problem item using safe mode
- it is as though the processor thinks I am in power saving mode. When I am not. Maybe...?

It worked!!

10 hours of google, uncountable restarts, BIOS, all sorts of new testing apps, you name it. I never once saw anyone mention a battery reset with the paperclip. I tried the 15 second power button battery reset hours ago. I didn't know about the pin.

ps, I am now at Speed of 3.37Ghz v.s. base of 1.80. Maximum frequency is over 100%. Even at rest. Not sure it was always like that, or if a s result of one of the many system tweaks I tried.

I am having the same issue, also I tried the battery reset but it didn't work.
Using throttlestop program disabling bd-prochot works until restart. Please help.
