Laptop gives shock when charger is plugged in and it doesn't charge aspire A515-51G

I have an Acer aspire A515-51G. It's charging light doesn't turn on and it gives electric shock when charger is plugged in. I looked around and checked my earthing situation but it does the same on the sockets where I use my fridg and tv.Will it be solved by just changing the charger or should I contact the service center.Also I have uninstalled my default windows and I'm using Linux now, so does that affect my warranty?

    Are you sure that will work ? I don't want to buy a new charger if that's not the problem.

    If possible, try reversing the charger mains plug in the mains socket. Does the light come on and AC tingling disappear? Jack E/NJ

    if you have  a multimeter then check for the output voltage of the charger.

    It has 3 prongs.

    try changing the power cord, the one which goes from the mains to the charger.

    If you feel an AC tingle when touching a metal part of the laptop and charger, the charger should be replaced. This means the charger's DC output is not properly isolated from its AC input. Jack E/NJ
