Acer Aspire E5-576G - Intel SpeedShift, TDP, BIOS

Good afternoon.
Notebook Acer Aspire E5-576G-51UH.
1. Intel SpeedStep enabled, can I enable SpeedShift?
2. BIOS version 1.27. The site has several new versions of the BIOS-will there be new items in the BIOS interface or is it just technical fixes? Do I need to install?
3. Processor i5-8250U operates at a frequency of 3.4 GHz under load on all cores, only 15-20 seconds., then decreases to 2.7 and 2.9 due to Power Limit = 15W. Is it possible to increase this limit to 20/25W, because the temperature is more than comfortable range?

    BIOS updates are riskier for causing undesireable side effects and worse than any other updates (except of course major Win10 releases :)   ). Accordingly, they should only be applied when/if their description addresses a fix for a specific issue or major debilitating problem.  In your case, I recommend that you try tweaking your system with throttlestop rather than messing with BIOS firmware that has a significantly greater risk of bricking the machine.     In ThrottleStop and Intel XTU tried to disable PowerLimit-does not give any effect. Switching the power supply circuit to maximum performance mode is the same.

    The firmware core speed limit of 80-90% max seems fairly typical for congested ACER laptops even those billed as gamers. So any official ACER firmware updates are unlikely to noticeably affect this. Is ControlPanel power plan app set to high performance mode? Jack E/NJ

    Battery power mode-maximum performance. The High performance power plan is not listed.

    It should be. Open ControlPanel. Search 'power plan'. Click 'choose a power plan'. Click 'show additional power plans'. Click 'high performance' Jack E/NJ

    Try the new version of XTU , released few days ago. it rectifies the PL1 & PL2 settings.

    Tried, so same there is no effect - ~through 20 seconds is limited in 15W.

    Did you find ControlPanel's high performance plan? It should be there if you click on show additional plans under the 'choose a power plan' app. Jack E/NJ

    i think the 15W pl is due to the bios. perhaps on instruction of intel co.

    even my 8250u cpu laptop has the same behaviour. on bench tests the max it goes is around 3.1ghz for a few seconds (28 seconds timer) then it settles on 2.6 ghz range.

    the max power it uses at 3.1ghz is around 28-29 watts. i have set the max pl1 at 44 watts in TS.

    it could be that intel has deliberately set it like that since it is a U series low power cpu.

    the core i5 8300H cpu in my predator 300 gaming laptop works normally. whatever values i set in TS  , it works.

    I have undervoltage -90 mV shows 20-22 W during the first 20s, the next second it falls to 17/19W, and then to 15.

    If it were mine, I wouldn't mess with the firmware in hopes of a 17% frequency boost at best. Because it would come at the expense of using 33-67% more power. I think runaway heat buildup due to thermal module limitations would quickly become a major issue. Jack E/NJ

    Thats why i am using the 8250u cpu A315-53 laptop as is i.e. stock condition. dont even use TS on it.
    working fine  after installing the following upgrades: SSD, +8GB RAM,SCREEN, WIFI CARD, BACKLIT KEYBOARD. and soon the camera.
