Aspire 7715Z webcam never worked

The built-in webcam has never worked. It simply does not show up in the Hardware devices list. (sorry if the specific name is wrong, I'm using a Dutch version of windows (7 home premium, 64-bit) and I'm translating to English so there could be differences.)

I have installed the latest drivers for the chipset (9.1.1.1020 - which was already installed) and webcam (Chicony 1.0.4.115). Whenever I try to start the Video Web Camera program with the taskmanager open, I see it show up in the processes list and disappear again immediately. I assume that's because there isn't a camera present. All other programs also tell me there is no camera available.

If I scan for new hardware from the Devicemanager window, it does not show up. I searched online but all the similar cases could be fixed by installing these drivers.
What would be the best way to check if it's hardware or software related, or do you have other ideas?
