    I had this same problem 2 weeks ago. So I just clean installed using Windows 10 Official ISO.

    using ccleaner app, clean the junk and then clean the registry as well.
    then in power shell (admin) window give the follwing commands.
    1) dism /online /Cleanup-image /restorehealth

    let it complete.

    2) sfc /scannow

    let it complete.

    then try again the reset process.

    I tried these exact same steps but they didn't work unfortunately that time. The culprit are the cleaner apps that clean the Windows Installation files, which are required by the reset process. Over the time they accumulate and these cleaner apps keep deleting them.

    i doubt ccleaner will ever temper with the file install.wim ,
    this file is used by the windows recovery environment to reset the pc.

    I am not saying that CCleaner did that for me. It was actually Avast Cleanup which, by default, hadn't selected it to delete. I did this in 2018 (when I was quite new to Avast Cleanup) by overriding it even though it suggested not to do that :joy:!
