Go to Settings then Display,  Set display to 1920 X 1080 then Set scale and layout to the recommended in my case 125%, then click Advanced Settings which is right below and check ON to let Windows fix blurred app icons. Then restart you laptop

Is your display set to 1920 X 1080 and scaling set to 125% and you must open each app then close it

Yes it is... Dunno why this is happening... Letters not sharp and motion blur when something is moved

if that doesn't work try this
    1. Right click on the application in which you are facing issues.
    2. Select “Properties” from the popup menu.
    3. Click on “Compatibility” tab.
    4. Select “Override high DPI scaling behavior.
    5. Select “System” from the options provided in “Scaling performed by” section.
    6. Click on “Apply” button and then on “OK.”
