Helios 500 i7-8750H limited to 3.9Ghz

Hi 
I havery throttlestop set up with
under volt 0.140 cpu/cache 
Speedshift epp  0
Tpl turbo ratio limits 41 for all cores 
Tpl turboost limits long 70 / short 70
Tpl turbo time max ( slider all the way to right)
Predator sens cpu power limit max
Fans auto
Predator sens Gpu clock extreme

Run T's bench @1024
power max is 67.8 W
No throttling indicated in limits window
test time 91.3 
Cpu speed holds 3890Hz throughout test

When gaming ( battlefield V maxed to ultra)
Monitor stats with afterburner osd
Cpu temp 65-70 with occasional spike to 76
Cpu speed during game constant 3.914Ghz
Power during game 25W - 56W 
Plays flawlessly 

Question 
Is cpu limited to 3.9 despite my forced turbo ratio limits of 41 for all cores.

    Max turbo frequency is the maximum single core frequency at which the processor is capable of operating using Intel® Turbo Boost Technology and, if present, Intel® Thermal Velocity Boost.

    So, the 4.1 max speed present, is for a single core.

    When testing, all cores are pushed to max, and the max speed when all cores are pushed to limit is what you see above.

    So my results are normal then ?
    Also if Ur familiar with T's are my settings ok should I drop my turbo ratio limits to 41,40,39 as per stock .

    Results are normal.
    For a laptop, I would recommend undervolting, but not overclocking, especially if you keep temps low. So you might just want to stick to stock speeds for CPU. Even for GPU, stick to within max clock speeds supposed by your card.

    Like my 1060 has 1911 max supported, but i have it maxed out at 1873. For CPU, I let it under normal, and tweaked my processor power settings to make it a little lazier than usual.

    With your 8th gen processor, you are better off with 50% higher output than out 7th gen. So you might not really need a boost to processor beyond stock.

    So set my turbo ratio limits to 41 41 40 40 39 39 stock 
    Leave predator sense gpu clock to normal
    Leave predator sens CPU power limit to normal

    What about my turbo long/short my max power during test was 67.8 is setting of 70 ok

    lastofthefew with your cpu you will probbaly be able to play most games at base clock 2.20 not all games are cpu intensive same as not all are gpu intensive goes both ways depending on the game itself and if its properly optimized but anyway you shouldnt have thermal issues
