Boot up issue on aspire one cloudbook 14

I have reinstalled windows 10 on the above machine. There were no issues and everything installed fine. However after switching it back on it will not boot up past the windows logo. It does not get to the spinning circles stage. Holding the on/off button shuts it down. 
Next time it starts up it will boot without issue but the situation just repeats next time it shuts down. 
For info if you restart rather than shut down it boots up fine every time.

Have been told it might be a registry issue but if anyone can assist it would be much appreciated.

    How did you re-install Win10? Did you use the ALT+F10 cold boot method outside Windows using the hidden recovery partition? Jack E/NJ

    Yes. I used the remove everything option.

    To clarify I did not use the F10 button but rather interrupted the boot up at the buffering stage using the on/off button twice in succession. Hope this clarifies.

    Try this first. Open ControlPanel. Search 'button'. Click 'change what the power buttons do ' in left pane. Click 'change settings that currently are unavailable' Scroll down and either 'uncheck' or 'check' the box for fast startup to either disable or enable fast boot. Shut down. Turn the machine back on.
