This buzzing sound only goes away if I put the acer menu volume to zero, as soon as I move the volume to 1 the noise comes on and stays at the same volume no matter the acer or computer volume.

Second problem, I always have to troubleshoot my speakers and headphones as they go mute if the monitor goes to sleep or is turned off.  It is often off on start up and restarts.  It's infuriating, I almost want to take out my old monitor.

How do I fix these problems permanently?

It sounds to me like you've got some electrical noise in your system. Are you plugged into the wall or into a power strip or UPS? Can you move the monitor power to a different source? How about cable routing, can you get the video cables farther away from power cables?
