My desktop cannot recognize DVD rom.

I don't know why my PC doesn't recognize DVD-Rom.
In the "disk management" and "device manager," there are no items regarding DVD-Rom. Of course, I have it.
How can I fix it?

    Have you checked starting from the basics?
    Open the cover and check the power and data cables first.
    Make sure they are not misplaced or damaged.

    I already checked inside the computer. 
    Every power lines and sata lines are well connected.

    When you put a disc in the drive, does it spin up and attempt to read it? If not then it' has either failed or there's no power getting to it. If it does then again either the drive has failed or there's no data connection. Try a different power plug for the first and a different SATA cable for the second.
