ser_open(): can't open device "\\.\COM3": The system cannot find the file specified. error. Port under the tools menu was also greyed out. So i tried uninstalling the usb serial device(COM3) under Ports(COM & LPT) in device manager.
Now I cannot find the ports menu in the device manager even after enabling the show hidden device under view menu. I could not find any driver files to reinstall the deleted ones.

Yeah, you'll have to reinstall the drivers for that USB to serial adapter to get COM3 back up. Likely your original problem was a second app running that had the port open. Typically they only work with one at a time. What apps are you running that needs the serial port?

OK, so the vinyl cutter has either an app that's supposed to talk to the PC or has a driver that's supposed to look like a print driver. Either way they want to be able to communicate on the serial port, so nothing else can have to port open. Right now though it sounds like the port is missing entirely. When you fire up Device Manager and look under COM and LPT ports you aren't seeing anything in the list, right? What happen when you use the 'show hidden devices' option?

Billsey thanks for your help...Nothing is there. I can plug in something else to the USB port that I use for the cutter and it rings and works but the cutter doesn't register at all and if I go to device manager and ask it to show hidden it still doesn't show. I also went to security after re downloading and extracting all files restarted pc and still nothing.

That is sounding like it's the USB to serial interface itself. What exactly is it that connects the cutter to the PC? USB on the computer side, is the cutter side a serial port (either a nine pin or 25 pin connector) or also USB? Is there something that looks like it holds a circuit board as part of that cable? Which brand and model number is the cutter?
