ACER NITRO 5 low fps - Acer Nitro 5 AN515-41

hello, last summer I got my Acer Nitro 5 AN515-41 FX9830p/R7 integrated and rx550 dedicated. I had very bad performance from box, I installed win7 , managed to achieve 70/100fps in csgo using 720p lowest settings. but a pain was that gta didnt run because win7 couldnt run it on rx550 idk why.
then I decided to go back to how it was as i got it from the box, windows 10, here we go, stuttering in gta v , cs go running 15/20 fps in action. 
and another thing, some time ago I experianced a lot of stuttering and big heat coming from keyboard not from blowers, so I thought its a cooling issue. took apart the laptop, removed heatsink and on half of the cpu there was thermo pad and paste was like cement and powder. I was like 0_0 
so everything cleaned up, repasted, cleaned. everything like it should be, then came fresh win10 os and upgrade of hdd because 1tb wd blue that was in there already went faulty, I didnt use it almost at all. the temps are fine now and no stuttering but fps are low af. have tried to uninstall drivers in safe mode using ddu and reinstalling latest, older and catalyst control center, so many things and no achievements. same fps. couple months ago I even streamed on this laptop, now its just bleeeeh.
idk what to do atm

    I have exactly the same laptop, and with latest windows + drivers i kinda get back my "good" fps-es. Idk what's wrong with this laptop, but a bios update should be really helpful, or at least to change the CPU TDP from 35W to 45W, because "fake" dual cooler can hold it cool....

    Its on the latest bios, how do I change CPU TDP? 
    and I tried using quickCPU for unparking cores and maximizing boost but on realtime frequency it shows -1 Ghz for some reason, usage on cpu is above normal and runs about 2.16-2.60Ghz. rarely above 3Ghz
