Sound Audio / Video Out of Sync(Model Aspire VN7-572TG)

So on every single video, weather its streaming from netflix or youtube, downloaded videos, or even commercial dvd's there is an audio lag, This occurs regardless of weather I am using the built in speakers, plugged in headphones, or bluetooth headset. I have tried different browsers, and had to resort to using players like VLC or Kodi just to have some audio delay adjustments, but it is very difficult process to get it matching it video, and it has to be done every time. It is getting very annoying at this point.
I even tried all of the troubleshooting
1. it is not the internet or router as this does not occur on other computers.
2. disabled internal speakers
3. Installed miscrosoft sound drivers
4. Installed latest sound drivers from realtek site
5. Installed latest video card drivers from Nvidia
6. Reinstalled OS
7. Tried on linux also, same issue but to a much lesser degree.

The only conclusion that I can draw at this point is that it is a problem with the sound card itself.
Is the sound card soldered into the MB, can this be replaced, or does the whole MB have to be replaced?
In the case that the whole MB has to be replaced, how would this effect WIN 10, would it say that I have to reactivate it? I am pretty sure I did not get a win10 key with this computer as I thought win10 was built into the MBs now.
Is it difficult to replace the MB on this computer?
