I don't think there's a problem. But you seem to think there is. So if you're convince there is a problem, then do as   egydiocoelho   suggested and reset the machine to a factory fresh state. And if it behaves the same way and you're still unhappy and think there's a problem,  then return it to the vendor/seller for an exchange or refund ASAP before the vendor's RMA return policy period expires. As @JackE said that is the normal behavior for the predator models it has nothing to do with the windows version

I'll fly in the face of everyone here and say it might be normal behavior from the factory but it's not ideal and is indicative of poor CPU cooling. On Windows 10 (ANY version) with no programs running (assuming a relatively clean install) there is no reason you should be anywhere near 65-68C. Those are closer to extended load temps of a properly configured system. You SHOULD be 35-50C ideally and fan RPM a STEADY 1,800-2,200 RPM. NOT fluctuating on and off.
Thankfully, it's relatively easily fixed. Apply a quality thermal paste to the heatsink and ensure proper mounting pressure. Done.

In the time I've been typing this reply I've monitored my temps. I'm also playing a YouTuve video in another tab of Chrome, which is the only program running other than Predator Sense. So, technically not idle but close enough. This is a properly configured Nitro 5, and there is no reason the 8350H in a Predator chassis (better cooling) could not easily be within 10C or better.

I still cannot solve this issue. Everytime when I boot up my acer predator laptop, the fan speed just increases and the noise is quite loud. Ive tried all the solutions u guys gave except factory reset because it keep saying there was a problem resetting your PC and the fan speed increases every single time when i boot the PC and I dont really think this is normal

I'll condense my reply; to improve the idling temperature you must open the laptop and replace the factory thermal paste with a better one. Alternatively, you can ship the laptop to Acer and have them reapply their paste. No updates or drivers will change the idling temperature if nothing is running in the background already. It only gets hotter from idle.

How recent? Is it beyond the seller's RMA policy period? Jack E/NJ

This is a significant issue. Return it to the vendor as defective for an exchange or refund ASAP. ACER warranty service will take longer. Jack E/NJ

I agree with fellow JackE about the refund. However, in my opinion, I do not think your notebook hardware is in trouble!

Btw I’m from Malaysia I don’t know whether I am eligible for the RMA policy period

Your store vendor either has an RMA return policy or doesn't. You should've asked the vendor about the RMA policy before you even bought the machine from this vendor. It has nothing to do with Malaysia. Jack E/NJ

You can try to reset the machine to factory fresh state by using the ALT+F10 cold boot method as shown in the video below. Jack E/NJ
