CPU not using turbo boost when at 100% usage

The laptop in question is Acer VN7 - 592G with Intel i7 6700hq, which has base clock of 2.6 ghz and can turbo up to 3.5 ghz i think. 

But when I run cinebench or any other heavy cpu app, the cpu clock will stuck at 2.6 ghz, means not using turbo at all. But when not in 100% usage, still can go up to 3.2 ghz sometimes. 

I installed Intel extreme tuning utility, it seems to be power limit throttling. However my older 2012 laptop, with i7  3820QM, will run at constant turbo boost at 3.4 ghz at all time when it is 100% usage. So this make this old mac with older i7 still outperform at benchmark. 

Any idea what we can do to increase the clock at 100% usage?

    The battery must be near 100% charged, charger plugged in, and Control Panel power plan set to high performance BEFORE turbo will kick in with heavy gaming loads, often at about 10% less than it's highest rated frequency. Jack E/NJ
