Is support allowed to change a price?

Long story short, my Acer Predator XB271HU ended up getting physically damaged. After being told by Acer's support over the phone it would cost me $199.99 for a repair, he then put me on hold and quoted me $399.99. Is this allowed? $400 for a repair seems exorbitant.

    What was damaged?

    The screen in this case should be changed to complete.
    In addition internally some module may have been affected.

    Alright. Now, if you'd by chance know, when I ship my monitor back, do I include the stand that is included, or the screen only?
