M3420 won't turn on with new graphics card

Hello:

I just bought a new graphics card (Gigabyte Radeon Rx 460 Windforce OC 4GB) to replace the OEM card (AMD Radeon HD 7470) in my M3420. The computer will not power up. The blue light on the tower comes on for about five seconds, then turns off. If I re-install the 7470 card, everything is fine. Can anyone point me in the right direction? The new card seats correctly in the PCIe graphics slot.

    Did she check if she is recognized at Bios?
    Can power suplly (PSU) be able to provide the power for new GPU demand?

    I'm returning this card. Does anyone know if I can use the older Radeon HD7670 card on an M3420 desktop?
