Set turbo boost into default cpu speed

How can i use my turbo boost even my laptop is not charging. I can only use turbo boost when my laptop is plugged. What should i do?

    Good night No0b !

    The architecture of laptops is different from desktops.
    Both processor and GPU only peak performance when the device is set in the Windows High Performance power settings and plugged into the power outlet.

    This is a native feature and can not be changed.
    No battery has the capacity to provide continuous power and high power for a laptop to reach these levels of clocks.

    The last few months im using the turbo boost even not plugged but whenever i open applicstion it will go back to 1..60

    I believe you have not really understood what Intel's TurboBoost technology is and what it does.

    Let's get your processor, an i5-8250U.
    Based on this template, you should understand the following:
    The clock base is 1.6Ghz.
    This means that in the 4 real cores the clock should reach that frequency.
    What TurboBoost does is allow higher frequencies to be reached, in this model, "up to" 3.6Ghz.
    But this is the definition: "allow."
    It does not mean that it "should" reach.

    This frequency can be achieved in a number of factors:
    1- the TDP should reach the maximum power in the system (which in mobile platforms, in the case notebooks is not usually possible in models that are not high performance)
    2 - this value is only reached in threads (virtual cores)
    3 - the appliance must be connected directly to a power outlet
    4 - Windows power options must be set to High Performance and the advanced settings all set for higher performance
    5 - battery settings must be set for maximum performance
    6 - only when a request (or set of requisitions) requires, that frequency "can" be reached

    Remember that in multi-threaded processors, the larger the number, the lower the Boost frequency since multiple requests will be worked separately on each core (real and virtual).

    In this scenario, there is still one important factor:
    Every "u" series processor is designed for energy savings and not for high performance.
