Computer cannot boot without removing DP cable from VG271up

I recently bought New monitor VG21UP (11 days ago).
Initially, I use HDMI 2.0 to connect it to the pc. It works fine.
Then I bought a DP cable and found out that the PC cannot start (mine is HP Envy Phoenix series), it just continuously make some warning sound. 3 long beeps and 3 short beeps. which means fails the graphics initialization.
I suspect whether the cable is bad. then I connect it to Acer xb281hk (my previous 4k monitor), it works fine.
if I unplug the dp cable first and restart pc and then I plug in the cable, it works.
If I change back to HDMI cable and restart the pc. it works.
So does this mean this monitor (VG271up) is a defected monitor?
Anyone else encounter the same problem?

Have you tried upgrading the notebook drivers with the driverbooster or driverpack and also tried to disable fast startup in the windows power options?
